Russia rolls out expanded pensioner benefits and tax breaks in 2026

Russia has introduced new financial and social support measures for pensioners starting in 2026. From January 1, all pensions were indexed, providing a boost to retirees’ incomes. Additional benefits now include tax exemptions, utility subsidies, and regional aid for those on low incomes. Pensioners will no longer pay property tax on one asset of each type—one apartment, one house, one garage, or one parking space. Land tax is also waived for plots up to 600 square meters, though certain regions extend this to 2500 square meters.

Housing and utility subsidies are available if these costs exceed 22% of household income. Some regions set a lower threshold, making it easier to qualify. Those with incomes below the regional subsistence minimum may receive a social top-up payment. Residents aged 65 and older can access social services such as help with household chores, grocery shopping, and medical appointments. Certain regions provide extra monthly payments to low-income pensioners. Since benefits vary by area, retirees are advised to contact their local social services office or My Documents (MFC) centre for precise details.

The changes aim to ease financial pressure on older Russians through tax relief, utility support, and regional aid. Pensioners should verify their eligibility with local authorities to ensure they receive all available assistance. The measures took full effect from the start of 2026.
