Cebu City may expand financial aid for elderly with new voter cutoff
A proposed amendment in Cebu City could extend financial aid to thousands of elderly residents. The change would adjust the voter registration cutoff year from 2013 to 2014, allowing more seniors to qualify for the city’s assistance program. If approved, the move would mark another expansion of one of the city’s largest social welfare initiatives.
Councilors Nyza 'Nice' Archival, Pastor 'Jun' Alcover Jr., and Harry Eran introduced the measure. Their proposal targets Section 5(c) of City Ordinance 2453, specifically updating the voter registration deadline. The amendment is currently under review by the City Council committees on laws, senior citizens, and finance.
Under the Local Government Code of 1991, cities like Cebu have the authority to create and fund social welfare programs for senior citizens. The existing financial aid scheme provides an annual P12,000 payment to eligible residents. To qualify, applicants must be registered senior citizens, verified Cebu City residents, and compliant with all documentary requirements. The proposed change follows earlier expansions of the program. If passed, it would enable thousands of elderly residents who registered in 2014 to access the financial support they were previously excluded from.
The amendment’s approval would directly benefit seniors who missed the earlier cutoff. These residents would then qualify for the P12,000 annual assistance, increasing the program’s reach. The decision now rests with the City Council committees reviewing the proposal.
