Russia's new family payment scheme to support 4M households in 2026

Russia’s Social Fund will launch a new family payment scheme on June 1, 2026. The initiative targets households with two or more children, offering financial relief based on income tax recalculations. Over 4 million families, covering nearly 11 million children, are expected to qualify for the support. Applications for the payment will open on June 1, 2026, and close on October 1 of the same year. Eligible parents include those who worked under formal contracts, served in the military, or ran their own businesses in 2025. Families must also meet an income requirement: their per capita earnings for 2025 cannot exceed 1.5 times the regional subsistence minimum.

The payment itself is tied to personal income tax from labour and business activities. After processing, the Social Fund will recalculate the tax paid in 2025 at a reduced rate of 6%. The difference between the original tax paid and the recalculated amount will then be refunded as a one-off lump sum. Applications can be submitted online via the Gosuslugi portal or in person at Social Fund offices. Most families will not need to provide extra documents, as the system will pull data from the social treasury. Processing time is expected to take 10 business days. The scheme aims to simplify financial support for larger families by using existing tax records. No complex paperwork or additional verification will be required for the majority of applicants.

The new payment will provide direct financial assistance to millions of families across Russia. By recalculating 2025 income tax at a lower rate, the Social Fund will refund eligible households the difference as a single payment. The application window runs for four months, with most families receiving their funds within two weeks of approval.
