Yakutia's Heating Crisis Deepens as Utility Debt Hits 41 Billion Rubles

YAKUTIA.INFO The financial situation of the state unitary enterprise ZhKKh RS(Y) [Yakutia's Housing and Utilities Service] has been deemed critical due to years of underfunding from the republic's budget, according to a statement by Yakutia's People's Deputy Viktor Fyodorov following a recent meeting, shared on his messaging channels.
Fyodorov reported that for 2026, while the confirmed need for subsidies to cover inter-tariff differentials stands at 32.8 billion rubles, the republican budget has allocated only 21.3 billion rubles—just 65% of the required amount, leaving a funding shortfall of 11.5 billion rubles.
As a result, the enterprise's accounts payable had reached 24.6 billion rubles as of March 1, 2026, with 11.4 billion rubles of that total overdue. Its loan portfolio, as of April 13, is estimated at 21.549 billion rubles, bringing the total debt—including loans and payables—to 41.004 billion rubles. Meanwhile, accounts receivable have also surged to 5.6 billion rubles, partly due to unpaid bills from budget-dependent institutions.
"My position is clear: ZhKKh RS(Y)'s dire financial straits are not the company's own failure but a direct consequence of years of chronic underfunding across the entire sector. This is a matter of the republican government's responsibility—one that is now trying to shift the blame onto the enterprise," Fyodorov stated after the session.
He emphasized that as of early 2026, the republic's budget owed the enterprise 14 billion rubles in unpaid subsidy deficits, while municipal entities had accumulated roughly 2.5 billion rubles in unpaid utility bills. Officially acknowledging and repaying this debt, the deputy argued, would restore the company to a manageable financial footing, paving the way for systemic recovery.
Citing a systemic issue, Fyodorov pointed to the enterprise's 2.5 billion-ruble budget loan debt. After requesting to defer payments until year-end, the company was denied by the republican government—a refusal that now risks triggering penalties and accrued interest.
"Yet no one mentions that the budget itself owes the enterprise a far larger sum—and no one is imposing fines for that debt. The state must formally recognize this obligation, secure the necessary funds, urgently amend the budget, and settle its arrears to ZhKKh. Otherwise, the entire republic's 2026 heating season could be at risk," Fyodorov concluded.
