U.S.-Mexico railroad progresses with the release of an environmental assessment report
The Surface Transportation Board (STB) has issued the Final Environmental Impact Statement (EIS) for the Green Eagle Railroad project, but a final decision on whether to approve or deny the project is still pending. The project, spanning a 1.3-mile rail line and a 19-mile corridor connecting Eagle Pass, Texas, with Piedras Negras, Mexico, is under active consideration [1][3][4].
The Final EIS, which covers environmental considerations for the rail line and associated bridge, addresses two routing alternatives and includes mitigation for noise, archaeological sites, and wildlife protection. After a public comment period with 104 submissions, no major changes to the draft EIS were required [1][4]. The STB is currently reviewing the Final EIS along with prior public comments before making a final decision.
The Green Eagle Railroad is proposed to be part of a secure corridor for BNSF and Union Pacific (NYSE: UNP) traffic, including a new double-track bridge across the Rio Grande. The project aims to enhance cross-border rail traffic and is a significant development for the region.
The final report, spanning 150 pages, is available for viewing, with appendices totaling 709 pages also available. The report recommends mitigation action in three areas: Sound barriers on bridges to address noise, archaeological surveys and monitoring of construction sites, and measures to protect potential threatened or endangered species and migratory birds.
Meanwhile, in other rail news, a shippers group has expressed concerns that the UP-NS merger will result in dismal service and high rates. The largest US regional railroad has been acquired for $1 billion by an infrastructure fund, but the UP-NS merger is placing intermodal giants on the wrong side of the map, according to an unspecified source. On a positive note, Freightcar America has seen improved earnings due to efficiencies and demand.
