Russia tightens rules on housing maintenance fees to empower property owners

Russia’s Ministry of Construction has issued new guidance on housing maintenance fees. The rules clarify that management companies cannot increase charges or change services without approval. Property owners now have stronger control over costs and decisions. The ministry’s letter confirms that only a general meeting of owners can approve changes. This includes the scope of works, service costs, and fee amounts. No unilateral decisions by management firms are allowed.

Management companies must share key details before any vote. They have to provide the budget, cost breakdowns, and justifications at least 30 days before the meeting. This ensures owners have time to review the proposals. Once set, the housing maintenance fee stays valid for a minimum of one year. Any adjustments—whether to services, works, or charges—require a formal decision by the owners’ meeting.

The new rules prevent management companies from raising fees or applying municipal rates without consent. Owners must now receive full financial details in advance and vote on any changes. The measures aim to increase transparency and protect residents from unexpected costs.
