Japan's negotiations to open its beef market to Brazilian exports are currently centered on supplies from three small Brazilian states—Paraná, Santa Catarina, and Rio Grande do Sul. This narrow focus has sparked concerns among meatpackers and industry participants in other larger Brazilian states, who remain uncertain about gaining access to the lucrative Japanese market.

The decision to limit initial approval to these three states is due to Japan's import policies, despite Brazil's overall free status from foot-and-mouth disease, certified in 2025. This selective approach in negotiations leaves the majority of Brazil's beef-exporting states in a state of "limbo," uncertain about market access.

The three exporting states—Rio Grande do Sul, Parana, and Santa Catarina—were declared free of foot-and-mouth disease earlier than other states. Together, Sao Paulo, Mato Grosso, Mato Grosso do Sul, and Para accounted for nearly 60% of Brazil's total beef exports last year, amounting to 1.72 million metric tons. However, initially, Brazil has no plans to negotiate permits beyond the three states for exporting beef to Japan.

Beef sector representatives, including exporters, hope more states will be included in the negotiations. A local government source confirmed that the talks are taking place by region. The ongoing talks aim to open the Japanese market to Brazilian beef, providing an alternative to top beef suppliers, the United States and Australia, in light of U.S. tariffs affecting global food trade.

The negotiations gained momentum after a state visit of Brazil's President Luiz Inacio Lula da Silva to Japan in March. The assessment is being done in accordance with Japanese procedures, but no further details were provided. Brazil, as the world's biggest beef exporter, stands to benefit significantly from increased market access to Japan.

The head of beef lobbying group Abrafrigo, Paulo Mustefaga, expressed surprise that the negotiations are moving towards approval for only three states. The ongoing discussions underscore the complexities of international trade negotiations and the challenges faced by the Brazilian beef industry in navigating these complexities to access lucrative markets.
