Russia eases boat licence renewal rules for expired credentials

A new process for renewing boat operator licences came into force on 2 May 2026. The updated rules allow some applicants to replace an expired licence without retaking exams. This change aims to simplify the procedure for qualified operators whose credentials have recently lapsed. Under the previous system, even a one-day delay past the licence expiration date required retaking the theoretical test. Now, operators can skip the exam if their old licence expired no more than a year ago. The new process also extends to Russian citizens involved in the special military operation, whether currently or in the past.

To begin, applicants must submit a request through the Gosuslugi portal and pay a state fee of 650 rubles. After this, they need to book an in-person appointment at a local branch of the State Inspectorate for Small Vessels (GIMS). During the visit, they must present a passport, a valid medical certificate, and their expired licence. Once approved, the new licence will be issued in electronic form. It will appear directly in the applicant’s Gosuslugi personal account, available to users aged 18 and above.

The updated certification process removes the need for retesting in many cases. It also provides a quicker, digital-first approach for eligible applicants. The changes apply to both civilian operators and those linked to the special military operation.
