Russian President Vladimir Putin has signed a law that creates conditions for increasing state support for animated films for children and youth. The law establishes the possibility of full state financing of the production and distribution of national animated films in the amount of up to 100% of their estimated cost. Earlier, such a measure was only available to producers of children's and youth films, but not animation.
Putin signs law to fully fund Russian animated films for children
The changes are aimed at improving the working conditions of domestic animation studios, including in conditions of limited access to foreign markets and festivals, as well as against the background of restrictions in relation to Russian content. According to the signed law, financing will be carried out in accordance with the volumes of state support and priority themes, which will be determined by the Ministry of Culture.
The amendments were developed by the government in fulfillment of a presidential instruction on 100% state financing of the production and distribution of children's animated films. The head of state instructed this in August 2023 following a visit to the 'Development of the Creative Economy in Russia' exhibition. The initiative was introduced to the State Duma on December 5, 2025.
In May 2025, Vladimir Putin also instructed to develop mechanisms that would allow directing 10% of the funds received from the distribution of foreign animated films to the Film Fund for further targeted financing of Russian animated films. He also instructed to direct 20% of the funds allocated for state support of cinematography to finance national animated films.
