Brazil to Legalize Sports Betting by End of July 2024

The Brazilian Ministry of Finance has unveiled a plan to legalize sports betting in the country, setting a timeline for the implementation of all necessary measures by the end of July 2024. Phase 1 and 2

Phase 4

The fourth phase, scheduled for completion by the end of July, will introduce two more decrees. The first decree will focus on responsible gambling and the establishment of guidelines and practices for monitoring and prevention of pathological gambling. The second decree will outline procedures for implementing social allocations. The aim of the social allocations is to ensure that the betting industry has a social benefit in Brazil.

Licensing and Taxation

From January 1, 2025, only licensed operators will be allowed to legally provide online gaming and betting services in Brazil, reflecting a strict licensure regime. Operators will face significant taxation and compliance requirements. Providers offering sports betting in Brazil will pay a tax of 12% of their sports betting revenues, while players will pay a 15% tax on their winnings.

Responsible Gaming and Social Impact

There is governmental concern about gambling addiction, with requests for projections on impacts to public health services being part of the legislative discussion. This implies that providers must adhere to responsible gambling protocols and possibly funding related mitigation efforts.
