United Kingdom's Forward-Looking Industrial Blueprint by 2035

The Creative Industries Policy and Evidence Centre (Creative PEC) has published a response to the UK Government's green paper titled "Invest 2035: The UK's Modern Industrial Strategy". The document, which can be found on their website and downloaded here, contains independent research and policy recommendations for the UK's creative industries.

Published in 2025, the response comes at a critical time as the green paper outlines a vision for a modern industrial strategy, a 10-year plan to deliver investment in high growth sectors, including the creative industries.

In their response, Creative PEC highlights the importance of fully integrating the creative industries within the broader industrial strategy framework. They stress the creative industries' substantial economic contribution and potential for innovation-led growth, urging that policy measures actively support their development and address sector-specific challenges.

Key policy recommendations from Creative PEC for the creative industries include:

  1. Targeted investment in creative infrastructure and skills development to enhance productivity and foster innovation across creative sectors.
  2. Support for collaboration and clusters to scale creative enterprises and encourage knowledge exchange, building on frameworks like those proposed in joint Creative PEC and Arts Council England reports.
  3. Recognition of creativity as a cross-cutting economic driver, embedding the creative sector in wider strategies for digital innovation, green transition, and regional development.
  4. Measures to improve access to finance and markets for creative businesses, including export support and levelling-up funding tailored to regional creative ecosystems.
  5. Emphasis on skills alignment and workforce development to equip the sector for future technological changes, including digital and AI adoption.

Creative PEC advocates for a strategic, evidence-based approach to policy that leverages creativity as a key component of the UK’s long-term industrial and economic success as outlined in Invest 2035. Their response emphasizes collaboration between government, industry, and research to ensure that the creative industries fully benefit from the UK's modern industrial plans.
