The current post-war case-by-case planning process is hindering housebuilding in the UK. To meet the government's target of building 300,000 homes a year, it would take at least 50 years. England alone needs to construct 442,000 homes annually over 25 years or 654,000 homes over the next decade to tackle the issue sooner.

The Centre for Cities recommends a shift to a rules-based planning system with flexible zoning processes. This would replace the complex, slow-moving plans with a clear, simple national framework that allows for local adaptation. The use of digital tools would enhance transparency and engagement in the planning process, promoting faster and more effective housing delivery and economic growth.

The UK's population growth has outpaced housebuilding, leading to a severe shortage of homes. To make higher-quality homes for sale more affordable, the UK must modernize its planning laws. A rule-based, flexible planning system could help meet the country's housing needs and boost economic growth.
