UFAF demands lower export TCO tariffs for local operators in Tomsk
Tomsk, May 6 - RIA Tomsk. The Tomsk Anti-Monopoly Service (FAS) has identified that the Department of Tariff Regulation in Tomsk Oblast overestimated waste disposal tariffs for all regional operators in 2024. Antitrust authorities have demanded rectification of these violations and the confirmation of economically justifiable rates for 2025, according to a press release from the regional department on Tuesday.
Previously, it was reported that Tomsk Oblast had been divided into seven "garbage zones", with a designated operator for each. One of these operators, serving Tomsk and Tomsk Raion, has repeatedly claimed that tariffs do not cover actual costs.
"The Tomsk FAS RF... conducted an investigation into the justification of the Department of Tariff Regulation in Tomsk Oblast's tariff for services provided by the operator for handling waste in 2024. Violations have been identified in the calculation of tariffs," the statement reads.
Information has emerged that violations were discovered in the calculation of tariffs for these operators: OOO "Transsib", OOO "Risk", OOO "Partner", OOO "ABF Logistics", OOO "ABF System", and OOO "ABF Resource" (according to publicly available sources, OOO "ABF Resource" is not a designated operator but operates a sorting complex in Seversk).
Operator Seeking Compensation for Tomsk Waste Disposal"Consequently, the commission deemed the actions of the Department of Tariff Regulation to be in violation of legislation and ordered, by June 1, 2025, the following actions: revoke long-term regulatory parameters; eliminate unjustified costs from tariffs; verify the subsidy accounting and adjust tariffs upon discovery of double-accounting, and approve economically justifiable tariffs for 2025, considering the rectified violations," the statement continues.
According to RIA Tomsk, the Tomsk Department of Tariff Regulation is currently in the process of reviewing the FAS's instructions, which will be completed by June 1. Decisions will be made based on this review.
It was previously reported that in Zone No. 1 (Alexandrovsky Raion, Strezhnev), the operator is OOO "Transsib"; in Zones No. 2 and No. 4 (Kargasok, Parabel, Bakchar, Kedeevsky, Shegarsky, and Kedrovsky), OOO "Partner" is the operator; in Zone No. 5 (Kolpashevo, Verkhnetoske, Chaikhinsky, Molchanovsky, Kryvojansk), OOO "Risk" is the operator; in Zones No. 6 and No. 7 (Asinovsky, First of May, Zyryaninsk, Teghulydetsk, Tomsk), OOO "ABF Logistics" is the operator; in Zone No. 8 (Seversk), OOO "ABF System" is the operator.
Although the provided search results do not specifically address the current status of Tomsk FAS's investigation into the overpricing of waste disposal tariffs, they do suggest that similar issues have been contended in other regions. In Orenburg, for instance, a conflict arose between a waste company, "Priroda", and the regional governor over tariffs.[1]
If you are seeking official details about the investigation and required corrective actions, it may be necessary to refer directly to announcements from the Tomsk FAS or local government channels.
- The Tomsk FAS RF's investigation unveiled violations in the calculation of waste disposal tariffs within the Tomsk Oblast business sector, particularly affecting operators such as OOO "Transsib", OOO "Risk", OOO "Partner", OOO "ABF Logistics", OOO "ABF System", and potentially others.
- Given the identified financial discrepancies in the waste disposal industry in Tomsk Oblast, it is important for the operators affected, including those in the finance sector, such as OOO "Transsib" and OOO "Risk", to cooperate with the Antitrust authorities and ensure economically justifiable rates in 2025, as demanded by the Tomsk FAS.
