Two Taiwanese companies face restrictions under American economic measures

The United States has imposed sanctions on two Taiwanese companies, Mecatron Machinery Co Ltd and Joemars Machinery and Electric Industrial Co Ltd, for supporting Iran's military drone (UAV) program. The sanctions, announced by the US Department of the Treasury, aim to prevent Iran's state-owned enterprise, Iran Aircraft Manufacturing Industrial Co (HESA), from obtaining the technology and equipment it needs to continue its production of military aircraft and UAVs.

The sanctions follow the framework of National Security Presidential Memorandum-2, aimed at countering Iran’s missile and asymmetric weapons development. The companies were part of an international procurement network, including entities in Iran, China, and Hong Kong, identified for procuring equipment to support Iran’s drone program, which the US sees as destabilizing the Middle East.

Mecatron Machinery and Joemars Machinery were accused of procuring and facilitating shipments of computer numerical control (CNC) machines, critical for manufacturing precise and complex aircraft components, essential for drone production. The Iran-based Control Afzar Tabriz Co Ltd, which was also sanctioned, procured these CNC machines and equipment for HESA, using Mecatron Machinery and Joemars Machinery to ship them to Iran in a knowing breach of sanctions and export controls.

The sanctions freeze all US assets of these companies and any US business in which they hold a 50% or greater ownership stake, unless authorized by the US Office of Foreign Assets Control (OFAC). Any entity owned 50 percent or more - directly or indirectly - by one or more blocked person is itself considered blocked. All property and interests in property of the designated individuals or entities that are in the US - or in the possession or control of US persons - are frozen and must be reported to the OFAC.

The US Department of State believes that the sanctioned entities and individual have procured technology and equipment to support Iran's drone development. The sanctions target five entities and one individual based in Taiwan, Iran, China, Hong Kong, and the US.

In response, the Ministry of Economic Affairs in Taipei plans to urge local companies to comply with international export control laws and to invite experts to provide training on US export regulations to help Taiwanese machinery firms avoid sanctions. The ministry also plans to investigate the two Taiwanese companies and their China-based subsidiaries to determine the extent of their involvement in the sanctioned activities.

The sanctions are part of a broader US effort to counter Iran's missile and UAV programs, which are seen as a threat to stability in the Middle East and beyond. The sanctions are intended to expose and disrupt Iran's schemes to procure equipment and items supporting its UAV program. Breaches of US sanctions could result in civil or criminal penalties for both US and foreign individuals and entities.
