Turkish President Recep Tayyip Erdogan meets with Senegalese politician and former Dakar mayor Khalifa Sall in Istanbul.
During a visit to Turkey in August 2025, Senegalese Prime Minister Ousmane Sonko and Turkish President Recep Tayyip Erdoğan signed four key agreements aimed at deepening cooperation in the defense, media, and education sectors.
The agreements were signed in Ankara, Turkey, following one-on-one talks and inter-delegation meetings. The location of the signing ceremony was also in Ankara.
One of the agreements was a Military Financial Cooperation Agreement, signed by Turkey’s National Defense Minister Yaşar Güler and Senegalese Minister of the Armed Forces General Birame Diop. This agreement focuses on strengthening defense collaboration financially.
Another agreement was a Co-Production and Cooperation Agreement in Film, Audiovisual, and Multimedia, signed by Turkish Trade Minister Ömer Bolat and Senegalese Minister of African Integration and Foreign Affairs Yassine Fall. This agreement aims to promote joint media production.
A Memorandum of Understanding on Higher Education Cooperation for 2025-2028 was also signed. This memorandum was between Türkiye’s Council of Higher Education (YÖK) and Senegal’s Ministry of Higher Education and Scientific Research. It is designed to foster academic partnerships and exchanges.
Beyond these formal agreements, Erdoğan and Sonko discussed expanding trade between the two nations, with a goal of achieving $1 billion in the first phase. They also discussed joint efforts to combat terrorism, defense industry cooperation including Turkish defense products, and broader strategic partnership development.
Erdoğan praised Senegal’s role in Africa and emphasized Turkey’s commitment to sharing expertise for Senegal’s infrastructure and development under Senegal’s 2050 National Transformation Program.
The visit also included discussions on regional issues, including the humanitarian crisis in Gaza, with Turkey commending Senegal's solidarity with the Palestinian people.
This visit and the signed agreements represent a significant step in strengthening multifaceted ties between Turkey and Senegal. They highlight defense, media collaboration, education, and economic partnership.
