In the competitive world of Artificial Intelligence (AI), the United States is taking measures to safeguard its dominance in AI and the associated chips. The Biden administration has introduced stringent export controls on advanced AI chips and related technologies, affecting numerous entities worldwide.
The new regulations target advanced GPU computing chips and certain closed AI model weights, aiming to prevent adversarial nations from obtaining these technologies. Exports will be subject to licensing requirements, ensuring that allied nations can access US AI innovation while keeping it out of reach for adversaries.
The US and 18 countries are exempt from these restrictions, while more than 100 countries, including India, will operate under new export caps. Adversarial nations like China, Russia, Iran, and North Korea face the most stringent limitations. Exports related to supply chains will not be controlled, except for those going to arms-embargoed countries.
Furthermore, U.S.-headquartered companies and their close allies will be required to be validated as Universal Validated End Users (UVEUs) within a year, exempting them from export restrictions on more advanced AI chips. UVEUs must maintain at least 50% of their AI compute base in the U.S., and not more than 7% in any other individual country.
