Bavaria is introducing a series of major policy changes from 2026 onwards. These will affect housing
Starting in January 2026, rent controls will expand to 285 Bavarian cities and towns—77 more than before. This aims to limit rising housing costs in high-demand areas. That same month, an independent ombuds office will open to handle disputes involving youth welfare services. A central child protection hotline will also launch at the State Youth Welfare Office.
From mid-2026, a new water levy of 10 cents per cubic metre will apply to groundwater use. Households will pay roughly €5 extra per person each year. Meanwhile, local councils will gain small financial rewards—0.2 to 0.3 cents per kilowatt-hour—from new subsidised wind and solar projects. Families face cuts from January 2026. The state care allowance for long-term carers will halve, dropping from €1,000 to €500 annually. The Bavarian Family Allowance and crèche subsidy will end for children born after January 1, 2025. However, grants of up to €10,000 will become available for inclusive job fairs supporting people with disabilities. Local elections are scheduled for March 8, 2026. Later, in 2027, digital ID on smartphones will allow citizens to verify their identity electronically. The International Building Exhibition Stuttgart (IBA’27) will showcase sustainable architecture projects. Ten new medical school places will also open in the winter semester of 2026/2027 to address staff shortages in public health services.
The changes will bring both new opportunities and reduced support for residents. Renters in more areas will see price caps, while families and carers will receive less financial aid. Local authorities will gain modest revenue from renewable energy but must also manage the new water levy. Digital services and job fair funding aim to modernise public access and employment support.
