CDU Faction Pushes Again for Elimination of Road Construction Charges and Compensation for Municipalities

The CDU party in Rhineland-Palatinate is taking another swing at abolishing controversial road construction charges, proposing a novel plan involving financial compensation for the affected municipalities. This bill not only aims to put an end to these charges, which local residents help fund for road expansion or renovation projects, but also proposes a substantial sum of reimbursement from the state.

The CDU party has put forth a preliminary sum of 200 million euros per year as the investment cost allowance, suggesting that amounts paid to individual municipalities would be contingent on their share of the local road network. The party states that relieving property owners, who bear the brunt of property tax reform, is crucial.

AFD and Previous Efforts

The CDU party isn't the only one pushing for this change. The AFD party has also voiced their support in the past, suggesting a minimum compensation of 90 million euros for municipalities losing revenue from the abolition of the charges. Back in spring 2024, the Free Voters (FW) faction urged the government to determine the necessary sum for compensation and create a suitable model. The FW's recent motion demands the elimination of these charges in favor of a complete tax deduction for road construction charges in the Bundesrat.

Despite these repeated demands, the calls for abolition in Rhineland-Palatinate still don't seem to be resonating with Interior Minister Michael Ebling (SPD) and representatives of the ruling Ampel factions, who have consistently defended these charges.
