Southern Vietnamese province aims for recognition as a leading center for renewable energy production
Vinh Long Province Steps Up Renewable Energy Development
Vinh Long Province, located in the Mekong Delta region of Vietnam, is making significant strides in its renewable energy development, contributing to the nation's goal of net zero emissions by 2050. The province is positioning itself as a hub for renewable energy, particularly large-scale offshore wind and solar power.
The provincial master plan includes marine spatial planning, transmission infrastructure, and industrial zones to accelerate renewable energy projects. Vinh Long is included in the national power development plan with 53 wind power projects totalling 4,209MW by 2030. Eight of these projects, with a combined capacity of 365MW, are currently in the bidding process.
In addition to wind power, Vinh Long is planning to build three biomass plants generating 45MW and three waste-to-energy plants totalling 30MW. These 14 projects were included in the national Adjusted Power Development Plan VIII. The province also has another 1,000 small-scale solar installations for self-consumption, generating several megawatts.
The Department of Industry and Trade in Vinh Long is coordinating with relevant agencies to assist investors in implementing 14 projects with a total capacity of nearly 1,100MW. The province is seeking qualified investors through competitive bidding. The department is also working with other agencies to resolve obstacles faced by existing investors.
Vinh Long's renewable portfolio already includes 13 operational wind power plants generating 572MW and two solar plants producing 189MW, plus over 4,400 rooftop solar systems supplying 163.8MW. Projects such as the Duyen Hai Wind Power Plant (48 MW), expected to start operation by end-2025, exemplify ongoing investment facilitating regional and national clean energy supply.
With Vinh Long’s coastal location and expanded sea access after merging neighboring provinces, it is well-positioned for offshore wind development, which is a priority under the national power development plans aligned with Vietnam’s sustainability objectives. The province's efforts to upgrade grid infrastructure and resolve investor obstacles help accelerate renewable energy integration, improving energy security and reducing reliance on coal, which still dominates Vietnam’s electricity generation at over 54%.
Nationally, these provincial efforts complement broader strategies including developing carbon markets and diversifying energy sources (including nuclear) to meet the growing electricity demand and achieve the net zero target by 2050. Vinh Long’s renewable energy projects enhance Vietnam’s clean energy capacity by scaling renewables in a strategic coastal region, contributing directly to emission reduction and energy transition targets critical to achieving net zero emissions by 2050.
