Russia’s 2025 maternity capital update boosts payments for new parents

Russia’s maternity capital programme has updated its payment rules for 2025. Families now receive 690,000 rubles for their first child and an extra 222,000 rubles for a second child if the first certificate was already used. The changes also clarify how indexation affects payments based on application timing rather than birth dates.

The maternity capital scheme began in 2007, originally supporting families after the birth of a second or later child. In 2020, eligibility expanded to include first-time parents.

In 2025, the standard payment for a first child stands at 690,000 rubles. A second child brings an additional 222,000 rubles—but only if the family has already used the first certificate. The key update specifies that indexation applies to the application date, not the child’s birth date. This means even if a child was born before February 1, 2025, families filing after that date will still get the higher amount.

The next indexation is set for February 1, 2026. From that point, all new applications—regardless of when the child was born—will receive the adjusted sum.

The rule changes ensure families benefit from the latest payment increases as soon as they apply. Those submitting claims after February 1, 2026, will automatically receive the indexed maternity capital amount. The programme continues to adapt, offering clearer financial support for parents across Russia.
