Russia Expands Social Benefits and Pension Adjustments in 2026
A series of new social benefits and pension adjustments have been introduced across Russia in 2026. The changes include expanded support for working parents, veterans, large families, and elderly caregivers. Applications for some benefits open as early as June 1.
Several key measures took effect in recent months, targeting financial relief for vulnerable groups and pensioners. From May 22, 2026, large families now qualify for benefits even if their per capita income exceeds the subsistence minimum by up to 10%. This adjustment broadens eligibility for households that previously fell just outside the threshold. Additionally, the rules for accounting child support payments in unified benefit calculations have been revised, particularly affecting families without court-ordered support.
Working parents with two or more children under 18 (or under 23 if in full-time education) can now apply for a new annual benefit. The payout is determined by the difference between the family's total income tax paid the previous year and what they would have owed at a 6% rate. Applications will be accepted from June 1 to October 1, 2026, via Gosuslugi, Multifunctional Centers (MFC), or client service offices.
For veterans of the special military operation, a new provision allows advance travel tickets to and from rehabilitation centres. Those with first-group disabilities or requiring an attendant can also bring a companion at no extra cost.
Pensioners in Sverdlovsk Oblast have already seen a 6.8% increase in social and state-provided pensions since April 1, 2026. Meanwhile, mothers who raised five or more children will benefit from a full inclusion of childcare periods (up to 1.5 years per child) in their insurance records, boosting their future pensions.
The caregiver's allowance has also risen for those supporting individuals aged 80 and older, as well as first-group disability recipients on social pensions. The increase aims to ease financial pressure on unpaid carers. The latest measures provide targeted relief for families, veterans, and pensioners. Working parents can submit benefit applications until October 1, while pension adjustments and caregiver allowances have already taken effect. The changes reflect efforts to widen access to social support in 2026.
