Roscosmos & VEB.RF Launch Project Office for Earth Observation Satellites
Roscosmos and VEB.RF have joined forces to establish a project office. The aim is to develop an investment model for financing Earth observation satellite constellations, similar to those seen on Google Earth. This initiative aligns with VEB.RF's strategic plans, approved in 2025, to support projects worth over 30 trillion rubles by 2030.
The project office, signed into existence by Boris Glazkov (Roscosmos) and Pavel Selesnev (VEB.RF), will serve a dual purpose. Firstly, it will work on creating an investment model for developing Earth observation satellite constellations, much like those on Google Earth. Secondly, it will act as a platform to improve legislation, fostering public-private partnerships (PPP) in the space sector and removing barriers.
The initial phase involves creating three domestic satellites, focusing on radio-location, with an investment volume of up to 10 billion rubles. The project office will also launch projects with non-budgetary funding, including commercialization schemes and the return of private investments. This follows VEB.RF's agreement with PJSC 'New Cosmos' to attract non-budgetary funding for Earth observation projects on PPP principles.
The project office, a result of collaboration between Roscosmos and VEB.RF, is set to drive the development of Earth observation satellite constellations, similar to those on Google Earth. By attracting private investments through PPP, it aims to promote the national space project, aligning with VEB.RF's strategic goals until 2030.
