Reducing Residential Construction
The construction industry in North Rhine-Westphalia (NRW) is currently grappling with a worsening order situation, particularly in building and residential construction. According to recent data, order intake decreased by 15.9% in residential construction and 32.6% in commercial and industrial building construction in the third quarter of 2022 compared to the same period in 2021. This decline represents a 12.3% fall in overall construction demand compared to the third quarter of 2019.
The economic downturn and industrial restructuring in NRW are key contributors to this situation. The region, traditionally known for heavy industries like coal mining and steel, has undergone significant transformations towards more diversified sectors. This transition creates economic uncertainty and fluctuating demand in construction linked to industrial activity changes.
Job losses in key industrial employers have also played a significant role. Major companies in related sectors, such as automotive suppliers in NRW, have filed for insolvency or implemented mass layoffs. These developments have led to decreased investment and construction orders.
Moreover, supply chain and production issues have affected steel production and supply, crucial for construction. Thyssenkrupp in Duisburg is adjusting its steel slab production lines and ending certain supply contracts by 2032, which may lead to supply uncertainties or cost pressures in construction materials.
Despite these challenges, there have been some positive developments. Demand for construction services increased in road construction (+5.8%) in the third quarter of 2022 compared to the same quarter in 2021.
On a positive note, the traffic light coalition in Berlin announced plans for 400,000 new apartments annually, with 100,000 being socially subsidized. However, as of now, none of these plans have been realized.
In civil engineering, demand for construction services decreased in other public civil engineering (-20.4%) and in commercial and industrial civil engineering (-5.2%) in the third quarter of 2022 compared to the same quarter in 2021.
As the construction industry navigates these challenges, it remains vital to address the underlying economic and industrial issues to stimulate growth and investment in the sector.
