Primorsky Krai's economic architect Andrei Blokhin steps down after record growth

Andrei Blokhin is stepping down as Primorsky Krai's Minister of Economic Development and moving to a new position. His deputy, Yevgenia Chavkina, will serve as acting head of the ministry, the regional economic development agency's press service announced.

Blokhin has led the ministry since March 2022. During his tenure, the region's economy showed steady growth: gross regional product increased 1.5-fold, reaching 2.3 trillion rubles. Investment in fixed capital surged from 253 billion rubles in 2021 to a record 522 billion rubles in 2025.

The region has also strengthened its leadership within the Far Eastern Federal District in small business development, the number of self-employed workers, and social entrepreneurship activity. Key investment projects were launched, including the ArsGora ski resort in Arsenyev, the Minniy Gorodok (Mine Town) complex in Vladivostok, and the Innovation Science and Technology Center (ISTC).

Master plans for five major cities—Vladivostok, Arsenyev, Ussuriysk, Bolshoy Kamen, and Nakhodka—have begun implementation. According to the Financial University, Primorsky Krai ranks third in Russia for economic attractiveness.

Recall that in late 2025, unconfirmed media reports suggested Blokhin might resign.
