Pay social dues at State Service Centers
The Russian government has introduced a new service aimed at easing the management of social benefits for eligible citizens. The Social Deposit and Account Registration service, launched by the Ministry of Digital Development, is now available on Gosuslugi, a digital public services platform in Russia.
The service targets low-income Russians who receive specific social benefits, such as single child or pregnant woman allowance, social contract allowance (monthly or one-time), federal or regional social pension supplement, and other social support measures listed in a government-approved list.
Eligible citizens can open special social accounts or deposits electronically through the Gosuslugi portal, with the contract signed digitally using an electronic signature. This fully online process makes it convenient for citizens to securely receive their social payments.
Starting from July 1, 2025, thirteen major systemically important banks in Russia, including Sberbank, VTB, Alfa-Bank, and Gazprombank, will provide these social accounts and deposits. By 2027, all banks within the deposit insurance system are expected to join the program, expanding access across regions.
Accounts and deposits are opened exclusively in rubles, with transactions done via the Mir payment card, which is provided without any commission fees. Each citizen may open only one such social account or deposit, with a maximum deposit amount allowed of 50,000 rubles. The social deposit is valid for one year, with the option to extend.
The Ministry of Labor determines the conditions for account opening, accessibility, and limits, as well as the list of social payments qualifying for these accounts. The Ministry of Digital Development, Communications and Mass Media develops the governing decree.
The social deposit service aims to facilitate easier and more secure access to social benefits for eligible Russian citizens through a streamlined digital approach integrated with trusted banks and supported by government regulation. The service is reported by the Habarovsk Krai Information Agency, with many banks already joining the initiative.
This new service is expected to significantly simplify the process of social benefits management for eligible citizens, providing a more secure and convenient way to receive and manage their social payments.
