Oxfam Exposes $3.55 Trillion Hidden in Tax Havens by Global Elite
A new report from Oxfam reveals that $3.55 trillion in untraceable wealth remains hidden in tax havens and undeclared accounts. The figure highlights a persistent problem, with the richest individuals holding the vast majority of these concealed assets. Despite global scandals like the Panama Papers, progress in tackling tax evasion has been slow.
The Panama Papers scandal erupted in 2016, exposing Panama's central role in global tax evasion. Over 214,000 offshore entities were uncovered, linking more than 150 billionaires and public figures to hidden wealth. Yet, a decade later, Oxfam reports that only a small fraction of those implicated faced legal consequences.
By 2026, estimates suggest that just 10-20 of the 150 high-profile individuals named in the scandal had been convicted. Some cases, such as Iceland's former Prime Minister Sigmundur Davíð Gunnlaugsson, led to resignations in 2016. Others, like Spain's ex-Minister Rodrigo Rato, resulted in convictions by 2018. Malta's former Prime Minister Joseph Muscat was charged in 2021, though his case remains unresolved. Today, the wealthiest 0.1% of the global population hold $2.84 trillion in tax havens—80% of all untraceable wealth. Even more striking, the top 0.01% control $1.77 trillion, an amount greater than the combined wealth of the world's poorest 4.1 billion people. This hidden fortune also surpasses France's entire annual economic output.
Oxfam is now urging stronger international cooperation to combat tax evasion. The organisation warns that without decisive action, vast sums will continue to evade taxation, widening global inequality. The report underscores that, despite past revelations, systemic change has yet to materialise.
