Let's dive into the brouhaha surrounding the unhinged crisis at Northvolt's ambitious battery factory in Heide, Germany. The SPD party's been on the attack, accusing the state government of being sloppy in their support of this humongous, billion-dollar venture.
Economist Kianusch Stender of the German Press Agency isn't mincing words: "With a project like Northvolt, the principle of 'speed over thoroughness' should stay far, far away." He's alleging that the coalition hasn't been diligent enough in their financing endeavors.
State Economy Minister Claus Ruhe Madsen (CDU) is playing defense. Emails from the Economy Ministry on May 15, 2023, reveal the race against time, and the pressure to provide answers was palpable: "...And we need a more precise timeframe beyond just 'smile and wave it through', since we're after the information." On the same day, another (or several) authors wrote, "Ultimately, only the risks and gaps that are showing up right now can be documented, leaving it to the department heads or the HH legislature to decide."
Northvolt's Troubles untold
Northvolt's objective is to build battery cells for a whopping one million electric vehicles annually in Heide, but they've been struggling with severe financial instability. The company filed for bankruptcy protection under Chapter 11 of U.S. insolvency law in November and faced insolvency in Sweden in March.
The impeding crunch could be a costly headache for the federal government and the state of Schleswig-Holstein. Northvolt snagged approximately 600 million euros from the state-owned development bank, KfW, with the federal government and the state each guaranteeing 50% of the loan. A convertible bond is a corporate debt with the option to swap these securities for shares within a specified timeframe. The inquisitive request for access to documents, submitted by the SPD and FDP, stems from the core question of whether the state government concealed Northvolt's financial risks from the Kiel parliament before committing to the guarantee and whether they took chances with those risks.
