Nizhny Novgorod Residents Caught in Chaos Over Building Management Dispute
A legal battle is unfolding in Nizhny Novgorod over the management of two residential buildings in the Moscow District. The dispute pits two property management firms against each other, leaving residents confused about where to pay their utility bills. The conflict stems from a contested change in management dating back to 2007.
The trouble began when outgoing officials from the original management company formed a new limited liability company (LLC) to take over the buildings. Three months ago, this new management signed agreements with residents, issued invoices, and even replaced locks in the properties. However, the Moscow District Property Management Company claims the switch was illegal, arguing that its contract with the homeowners’ association was never properly terminated.
The Commercial Court is now reviewing the case to determine which company holds the legal right to manage the buildings. Meanwhile, some residents have proposed withholding utility payments until the matter is settled. Adding to the confusion, no public records confirm who is currently authorised to oversee maintenance—neither the district administration nor any official source has verified the responsible party.
With the court proceedings ongoing, residents remain unsure about how to proceed with their payments. The outcome will decide which company legally controls the buildings’ management. Until then, uncertainty over billing and maintenance responsibilities is likely to persist.
