NCTD takes control over bus services operations directly
In a significant move aimed at improving service quality and fostering a more cohesive work environment, the North County Transit District (NCTD) has decided to take direct management of its bus operations. This shift, which occurred in 2022, was driven by the district's improved fiscal health, allowing it to transition towards 100% directly managed operations.
The decision to bring bus operations in-house was made with the intention of integrating them with the existing COASTER and SPRINTER rail services under unified leadership. This integration is expected to provide a more efficient and robust customer experience by streamlining operations and ensuring consistency across all services.
By directly hiring the previously contracted employees, NCTD seeks to strengthen service quality, reinforce organizational culture, and ensure a more consistent, responsive, and customer-focused transit experience. This move also fosters a more welcoming environment for team members, as all operations employees are now part of one team for the first time in 50 years.
NCTD began bus operations in North County San Diego in 1976 with a small fleet and few fixed routes. Over the years, the agency has grown and expanded its services, now operating BREEZE fixed route bus, FLEX deviated fixed route, LIFT paratransit, and NCTD microtransit out of two bus divisions in Oceanside and Escondido, California.
The two services account for more than 60% of NCTD's total ridership and travel over five million miles annually across its 1,020-square-mile service area. The change aligns NCTD operations more closely with the agency's values, allowing it to deliver a more consistent, responsive, and customer-focused experience.
The SPRINTER service, which launched in 2008 and followed the same model of private operations, is also expected to transition to direct management in the near future. The agency's BREEZE team, along with other NCTD employees, have been praised for their excellence in providing reliable and efficient service to the community.
NCTD CEO Shawn M. Donaghy stated that this change allows the district to invest in the people who power the service and the communities served daily. The agency's commitment to investing in both its workforce and the communities it serves is evident in this move, as it seeks to enhance the transit experience for all.
