Kindergarten in Alakol District fights years of baseless inspections and online defamation

A meeting of the Council for Entrepreneurial Rights Protection and Anti-Corruption was held at the regional Chamber of Entrepreneurs. The focus was on cases of administrative pressure and attempts to discredit businesses.
One of those who appealed to the council was Kalamkas Dzhanteyeva, director of Aktilek Böbekzhayy LLP, a kindergarten in Alakol District. She explained that the preschool, which operates under state contracts among other services, has faced a series of unscheduled inspections by regulatory authorities since 2018.
The inspections were triggered by complaints from a private individual who is not a resident of the settlement where the kindergarten is located. The complainant not only initiated the inspections but also spread misleading information on Instagram about the facility, falsely claiming it lacked permits and proper infrastructure.
"These unfounded actions have caused reputational and financial harm," the entrepreneur stated. "The administrative pressure has jeopardized our ability to fulfill the state education contract."
Council members classified the situation as an example of business harassment through the abuse of complaint mechanisms. Following the discussion, they decided to refer the case to the prosecutor's office for a legal review of the inspections' legitimacy. They also resolved to raise the issue with the Secretariat of the Entrepreneurial Rights Protection Council under the Atameken National Chamber of Entrepreneurs, emphasizing the need to revise the practice of launching inspections based on complaints from third parties with no direct connection to the business in question.
