Khabarovsk's 2025 budget soars with record social spending and wage hikes
The Khabarovsk Territory saw a major rise in budget spending for 2025, with social programmes receiving the largest share. Governor Dmitry Demeshin announced a 21.1% increase in total expenditures, reaching 263.5 billion rubles. Funding for housing, vulnerable groups, and public sector wages grew significantly compared to the previous year.
Total revenue for the region climbed to 268.4 billion rubles in 2025, an 18.8% jump from 2024. This growth outpaced both the national average and the Far Eastern Federal District, with revenues nearly tripling the country's rate and doubling the district's.
Social sector funding took priority, accounting for 61% of the budget at 160.4 billion rubles. Spending on social policies alone rose by almost 10 billion rubles, while wages for public sector workers increased by 18% to 92.5 billion rubles after pay indexation.
Key areas such as housing for orphaned children, support for defrauded shared-equity investors, and relocation from unsafe homes received two to four times more funding. The region also secured 44.9 billion rubles in federal support, with 99.6% of these funds fully utilised.
Governor Demeshin stressed that the budget changes aimed to strengthen education, healthcare, culture, sports, and protections for at-risk populations. The focus remained on improving living standards and addressing urgent social needs.
The 2025 budget reflects a sharp rise in both revenue and spending for Khabarovsk Territory. Social programmes, wage increases, and housing initiatives received the most significant boosts. With federal funds nearly fully executed, the region directed resources toward immediate community and infrastructure priorities.
