In a significant move towards fair billing, the Committee for the Regulation of Natural Monopolies (KREM) of the Ministry of National Economy in Kazakhstan has announced the recalculation of heating costs for consumers without individual heat meters. This initiative aims to ensure that all consumers are billed accurately.

The recalculation process involves local utilities or housing management companies calculating refunds or adjustments based on revised heating standards or reduced tariffs. These refunds can be credited directly to consumers’ accounts or paid out as monetary refunds, depending on the local procedures established by regional authorities.

However, specific procedural details, deadlines, or payment methods for these refunds might be regulated by the Ministry of Energy or municipal departments responsible for housing and communal services. For the most accurate and up-to-date information, it is recommended to consult the relevant Kazakhstani government agencies or official utility providers directly.

It is important to note that refunds are not planned for the Shymkent and Ulytau regions, as heating costs there were calculated based on actual outdoor temperatures. The refunds will be reflected in individual account balances as a separate line - as an advance (credit) for the new heating season or by the end of 2025.

The total refunds for consumers, including VAT, amount to 1.555 billion tenge. The recalculation of heating costs was done by KREM, and the refunds are a result of this recalculation.
