Kazakhstan Launches Bold Migration Policy to Lure Global Talent

Kazakhstan has unveiled a new migration policy designed to attract skilled professionals and foreign investment. The initiative was introduced at a roundtable hosted by the JSC Labor Resources Development Center, bringing together government officials, international organisations, and academics.

The policy features a digital platform called QazETA, which includes an e-Residency module, an e-Residency Invest programme, and a 'Golden Visa' for investors, business owners, and highly qualified specialists. The roundtable focused on modernising Kazakhstan’s approach to migration. Erbol Tuyakayev, First Deputy Minister of Labor and Social Protection, explained that the new measures aim to simplify migration processes and draw in international talent.

The International Organization for Migration (IOM) backed the proposals, calling for a more flexible and open system. Aliya Belonosova, acting Head of the IOM Mission in Kazakhstan, noted that the President’s decision aligns with preparing Kazakh youth for future job markets.

Discussions also covered ways to boost foreign investment and integrate skilled workers into the economy. The event highlighted the importance of digital tools, such as the QazETA platform, in making migration procedures more efficient and accessible. The new policy introduces digital solutions and special visa programmes to attract global talent. These changes are expected to strengthen Kazakhstan’s workforce and encourage economic growth.

The government’s collaboration with international partners signals a push toward a more competitive and open labour market.
