Maros Sefcovic, EU's Commission Vice President, has been in constant communication with US Trade Representative Jamieson Greer, aiming to reach a "fair, balanced, and sustainable resolution." The negotiations' objective is crystal clear: ensuring a level playing field.

Katherina Reiche, Minister for Economics in Germany (CDU), considers the EU to be in a favorable bargaining position despite Trump's tariffs. "The European Commission has tabled our countermeasures," Reiche stated in Brussels, expressing her assurance that the EU will negotiate from a position of strength.

The Commission has unveiled a list of US goods that might face additional tariffs should the talks with Washington falter. Now, the 27 EU member states must discuss and align on this list. As the dispute escalates, several states are not averse to taking action against US digital giants.

Optimism also emanates from the Polish Ministry of Economy, with trade representative Michal Baranowski viewing signs of de-escalation on the American side. He referred to agreements between the USA and China and the UK, implying these might spur negotiations with the EU as well.

Donald Trump ignited a global trade upheaval with a slew of hefty tariffs earlier this year. In April, he imposed a 20% tariff on EU goods, which later dwindled to 10%. Besides, there are additional tariffs of 25% on steel and aluminum products and vehicles.

Recent tensions and the course of future negotiations involve several key actions and potential outcomes:

  1. EU Tariff Suspension: In April 2025, the European Union set tariffs on various US imports but temporarily suspended their application until 14 July 2025. This move was in response to the US softening its tariffs on EU exports, which were subsequently lowered from 20% to 10% for three months[1][2].
  2. Consultation on Countermeasures: On 8 May 2025, the European Commission initiated a consultation on potential new countermeasures in response to recent US tariffs on EU products. This includes addressing additional US tariffs that may affect a broader range of EU goods[2].
  3. Trade Tensions and Existing Retaliatory Measures: The EU previously implemented retaliatory tariffs on US goods, targeting €21 billion in exports, including soybeans, copper, and motorcycles. These measures were also suspended until 14 July 2025[2].

The upcoming negotiation window provides the EU an opportunity to secure more advantageous trade terms for its exporters. The consultation on new countermeasures may lead to additional tariffs or trade actions if the EU and US fail to reach a mutually satisfactory accord. The July deadline will determine whether to reinstate or extend the tariff suspension, depending on progress in the negotiations. If no agreement is reached, the EU may implement tariffs to safeguard its trade interests[1][2].

  1. In light of the ongoing negotiation with the US, the European Commission has proposed a list of US goods that may be subjected to additional tariffs, should discussions with Washington deteriorate.
  2. Katherina Reiche, Minister for Economics in Germany, expressed confidence in the EU's bargaining power amidst the imposed US tariffs, asserting that the European Commission has already tabled countermeasures.
  3. Amidst the escalating trade dispute, several EU member states, including Poland, are not averse to taking action against US digital giants, seeing potential opportunities in this scenario.
