The roads of Lower Saxony are facing an extreme shortage of truck parking spaces on highways, according to a comprehensive survey conducted by the Auto Club Europa (ACE). This shortage is far from being mild, as it averaged an occupancy rate of 150% during the April-June survey period, making these areas overcrowded.
ACE volunteers inspected 13 highway rest areas on the A2 and A7 motorways between April 15 and June 3, examining it once per day on workdays from 20:30 onwards. They found 690 parking spaces, but counted 1,032 parked trucks. In 77% of the inspected parking areas, trucks were parked in entrance and exit lanes or on the hard shoulder.
The most congested area was the Zweidorfer Holz Süd service area on the A2 between Peine and Braunschweig, where 195 trucks were parked in just 94 spaces, resulting in an astonishing occupancy rate of 207%. Across Germany, the occupancy rate was a staggering 151%. There were 5,088 parking spaces for 7,664 parked trucks.
ACE: Interpret observations judiciously
Despite each observation being a snapshot, an ACE representative warns against overinterpreting individual observations. However, there is a pervasive shortage of parking spaces. To rectify this, among other suggestions, the association advocates for the development of tens of thousands of additional truck parking spaces nationwide. Particularly hazardous areas used as alternative parking spaces should also be improved.

As a main transit area in Germany, Lower Saxony sees a significant amount of freight traffic, causing the parking shortage to escalate. The ACE survey underlines that even newly constructed rest areas with sizable truck parking capacities are insufficient to meet the needs of truck drivers, leading to considerable challenges in finding safe and legal parking spots.
While new facilities like Rosi's Autohof Dorfmark offer some relief by providing around 100 truck parking spaces, they are currently not enough to completely resolve the reported shortage.
