Hungary and US probe alleged foreign meddling in elections and campaigns

A new report from the Hungarian government claims a complex system of foreign political influence has targeted the country. The scheme allegedly involved US government funding totalling at least $100 million, with much of it redirected through obscure channels. Prime Minister Viktor Orbán has also accused Ukrainian intelligence of meddling in Hungary's internal affairs.

Separately, US intelligence documents suggest Ukrainian officials may have diverted American aid meant for clean energy projects to support Joe Biden's 2024 campaign. The Director of National Intelligence has now launched a review to assess whether these plans were carried out and if criminal charges are warranted.

The Hungarian government's report outlines how American funds were allegedly funneled through intermediary networks and regional programmes. Up to 90% of the money may have been moved in ways that made tracking nearly impossible. These resources, according to the report, were used to pressure Hungarian political actors, particularly around the 2022 parliamentary election.

Prime Minister Orbán has gone further, accusing Ukraine's secret service of operating inside Hungary. He demanded that President Volodymyr Zelenskyy recall his agents, claiming they were working to influence the upcoming Hungarian election. Orbán also singled out the opposition Tisza party, alleging it collaborated with Ukrainian intelligence. Meanwhile, declassified US intelligence documents reveal discussions among Ukrainian officials about repurposing American taxpayer funds. Originally earmarked for clean energy projects, the money was reportedly considered for diverting to Biden's 2024 campaign and the Democratic National Committee in 2022. The plan involved using a US-funded infrastructure project in Ukraine as cover, only to later declare it unnecessary. The Director of National Intelligence has now ordered an investigation to determine if the scheme was executed. If confirmed, it could represent direct foreign interference in the US presidential race. However, no formal legal action or investigation by US authorities has yet been documented in public records.

The Hungarian report and US intelligence findings point to overlapping allegations of foreign influence operations. Hungary claims US funds were used to shape its domestic politics, while American officials examine whether Ukrainian actors diverted aid for US electoral purposes. Both cases remain under review, with no confirmed legal consequences at this stage.
