Homeowners trapped in costly battles with their HOA over unfair fines

Residents in one neighbourhood are locked in disputes with their homeowners association (HOA), claiming unfair fines and restrictions. Justin Mattice says the HOA blames him for local flooding, blocking his attempts to sell his home. Others, like Adunni Covington and Rasaq Adeyemi, also face financial penalties over minor rule violations.

Justin Mattice has spent years battling the HOA over flooding issues. He installed a £20,000 drainage system and paid £12,000 in legal fees, yet the association still accuses his landscaping of causing water damage to neighbours. In December 2025, he removed his property from sale after the HOA excluded him from emails about the transaction.

The HOA also targeted Adunni Covington with a £2,400 lien for failing to lay sod near her mailbox. When she sued, the association countersued, arguing she owed money for breaking community rules. Meanwhile, Rasaq Adeyemi's elderly mother received fines for small infractions, including leaving a bin out too long.

Residents have raised concerns about the HOA's leadership. Elections were skipped in 2021 and 2022, with officials citing pandemic safety. When voting resumed in 2023, only 21 people attended, and the existing board was overwhelmingly re-elected.

Records show investors own 49 rented homes in the area, which account for the highest number of compliance violations. However, no public documents confirm liens or unpaid fees linked to these properties.

The disputes highlight ongoing tensions between homeowners and their association. Mattice, Covington, and others continue facing financial and legal challenges due to HOA decisions. The board's election process and handling of violations remain under scrutiny by residents.
