Hamburg's Holsten Brewery site to become a 5,000-resident urban district
One of Hamburg's largest urban development projects is now taking shape on the former Holsten Brewery site in Altona. The 8.6-hectare area, left unused after production moved and ownership shifted multiple times, will soon become a mixed-use district. Plans include housing, offices, green spaces and community facilities for over 5,000 future residents.
The project will transform the long-dormant site into a neighbourhood covering up to 218,000 square metres. Around 2,000 homes are planned, with half reserved as subsidised units for students and trainees. The remaining housing will be offered at market rates.
SAGA and Quantum Immobilien AG have finalised a purchase agreement to manage roughly 700 of these affordable housing units. Both developers stress their focus on affordability and a quick start to construction.
Despite the scale of the project, Hamburg's Senate has not stepped in, provided the agreed framework is followed. Some politicians, however, have echoed concerns raised by critics. Environmental groups, tenant activists and preservationists argue the development lacks public benefit and risks losing historic character. Yet no specific preservation demands have been made, and no listed buildings are currently under direct threat.
The detailed planning phase will now decide whether the Holsten site becomes a socially balanced urban area. Public spaces, a hotel, daycare centres and offices will join the affordable housing units in the final design.
The former brewery site is set to deliver one of Hamburg's most significant new districts. With 5,000 residents expected and a mix of affordable and market housing, the project aims to address housing demand. The next steps will clarify how the balance between development and community needs is met.
