Hà Nội Launches 75-Day Campaign to Boost Public Investment Disbursement

Hà Nội is launching a 75-day campaign to boost public investment disbursement, aiming to complete its 2025 plan and key targets set for the 2021-25 period. The city has disbursed around VNĐ44.43 trillion so far, but needs to accelerate to meet its goals.

As of October 10, Hà Nội had disbursed 51 per cent of the Prime Minister's allocation and 41.5 per cent of its own plan. To meet the Prime Minister's plan, the city needs an additional VNĐ43 trillion. For its own plan, it requires VNĐ62.7 trillion more by the end of the year.

The campaign, starting early November 2025 and ending mid-January 2026, will implement eight key measures. These include weekly disbursement planning and enhanced accountability. Hà Nội is under pressure to speed up disbursement in the final months of 2025. Slow land clearance, rising construction material prices, and project approval delays are currently hindering progress. The city's updated 2025 public investment plan totals VNĐ107.13 trillion, VNĐ19.44 trillion higher than the Prime Minister's allocation.

Hà Nội's 75-day campaign aims to achieve 100 per cent disbursement of its 2025 public investment plan. Successful completion will help finish essential infrastructure and drive the city's economic growth. The capital targets an average GRDP growth of 11 per cent in the 2026-30 period.
