Germany's Zoll Cracks Down on Black Work, Launches Nationwide Operation
Germany's Customs Authority, Zoll, conducted a nationwide operation against black work and illegal employment on Monday, June 16, 2025. Around 2,800 customs officers from various main customs offices participated in the risk-oriented spot checks, focusing on sectors like hospitality and gastronomy. The operation, led by the Financial Control of Undeclared Work (FKS), resulted in seven criminal proceedings on-site for violations of the Residence Act.
The FKS regularly conducts inspections to reduce black work and illegal employment. On this occasion, 73 employees of the Main Customs Office Landshut interviewed over 260 employees and conducted numerous business record checks, leading to 20 extensive follow-up investigations. The inspections aimed to ensure employers had properly registered employees for social security, prevent social benefits fraud, verify work permits and residence titles for foreigners, and enforce minimum wage payments. In the roofing, electrical, and scaffolding trades, branch-specific minimum wages apply, while the general statutory minimum wage of 12.82 euros gross per hour applies to other construction sectors.
