Germany's Homeownership Crisis Deepens as Taxes and Fees Skyrocket
Homeownership in Germany is becoming far more expensive due to rising taxes, fees, and strict regulations. Marcel Fratzscher, head of the German Institute for Economic Research (DIW), has now proposed even higher levies on property, including taxes on land value gains—even when these reflect currency losses rather than real profit. The moves come as politicians increasingly see real estate as a key source of revenue for public budgets. Buying a home in Germany already carries heavy extra costs. On top of the purchase price, buyers face broker fees, notary charges, and property transfer tax—adding at least 10% to the total. In some states, the transfer tax alone has climbed from 2% to as much as 6.5%. Strict building rules push construction costs higher, while mortgages remain less affordable than in many other countries.
A 2025 property tax reform has more than doubled the average burden on homeowners. Over the life of a loan, Germans can end up paying one and a half times the original purchase price. Meanwhile, renting stays heavily subsidised by the state, making homeownership appear even more costly by comparison. Fratzscher's latest proposals would introduce levies on land value appreciation, regardless of whether gains come from genuine market growth or simply inflation. Politicians have also begun imposing more mandatory investments on property owners, further tightening financial pressures.
The combination of higher taxes, steep additional costs, and regulatory hurdles is making homeownership in Germany increasingly out of reach. With no clear data on how these expenses compare to other European countries over the past two decades, buyers face growing uncertainty. The trend suggests property will remain a major target for state revenue in the years ahead.
