Germany and the Philippines aim to intensify their economic partnerships

In a recent telephone call, German Chancellor Friedrich Merz and Philippine President Ferdinand Marcos Jr. discussed the potential for further deepening economic relations between their countries. The conversation emphasized the importance of economic cooperation and highlighted the Philippines as an important partner of Germany, both in the context of ASEAN and bilaterally.

The current state of economic cooperation between Germany and the Philippines is actively developing, with growing collaboration in defense, economic sectors, and significant business agreements in renewable energy, manufacturing, and health. The two countries are enhancing partnerships through recently signed defense agreements and high-level dialogues aimed at broadening cooperation and creating new opportunities for their populations.

Notably, during Marcos' visit to Germany in March 2024, government agreements were signed to enhance maritime cooperation, vocational training, and education programs, setting a foundation for sustained collaboration. In May 2025, Germany and the Philippines signed a defense cooperation agreement targeting cooperation in cybersecurity, defense weaponry, and logistics, which also creates a platform for intelligence sharing and combating misinformation in cyberspace—a critical area of interest for the Philippines.

On the economic front, Marcos and Merz discussed strengthening economic ties during their July 2025 phone call, emphasizing expanding defense and economic cooperation and fostering regional collaboration. Marcos reported business agreements worth about $4 billion in sectors including renewable energy, manufacturing, and health during his recent engagement in Germany, highlighting substantial potential benefits for both countries through investments and technology transfers in these areas.

Germany is a significant employer of Filipino healthcare workers, with several years of Filipino healthcare workers being recruited for employment in the country. This cooperation aligns with broader strategic interests, given the Philippines' key location in the Indo-Pacific region relevant for maritime security and freedom of navigation.

The Philippines considers Germany as its most important trading and investment partner among EU countries. Both countries see potential for more intensive cooperation between them, with the conversation between the leaders reaffirming the good relations between Germany and the Philippines, as stated by Sebastian Hille, deputy government spokesman. The conversation focused on the potential for future economic cooperation between the two countries, promising substantial mutual benefits through technology exchange, improved security collaboration, and significant business investments.

  1. The conversation between the leaders, Merz and Marcos, focused not only on deepening economic relations but also extended to discussions about technology exchange and significant business investments, making politics and general-news relevant, as these bilateral collaborations can have far-reaching implications for both countries.
  2. Beyond defense and maritime cooperation, the Philippines and Germany are exploring further opportunities in finance and business, with the Philippines viewing Germany as a crucial investment partner in the context of the EU, making business and finance pivotal elements in their growing relationship.
