Heat Planning: Development Bank Keeps Guarantee for Necessary - German towns race against time to meet strict heat transition deadlines
German municipalities face tight deadlines to develop heat transition plans, with larger cities required to submit strategies by June 2025. Smaller towns have until June 2028, but progress remains slow—only one municipality in Thuringia has finalised its plan so far. The estimated cost for implementation in that single case alone reaches around €40 million.
Thuringia’s municipalities are focusing their investment plans on transport infrastructure, fire safety, and renewable energy for both electricity and heating. However, the financial burden of heat transition projects is raising concerns. The Thuringian Development Bank (TAB) warns that without support, many local authorities will struggle to meet the requirements.
With only one municipality in Thuringia having completed its heat planning, the region faces a significant challenge to meet upcoming deadlines. The proposed state-backed guarantee scheme could determine whether local authorities can secure the necessary funding. A decision from the ministry is still pending, leaving municipalities in a state of uncertainty over their next steps.
