Fresh Measures Unveiled in Ukraine: Fines, Pension Adjustments, and Changes in Ticket Buying Procedures

Starting August 1, Ukraine has made several significant changes across various sectors.
In the financial realm, the government has reinstated full fines for violations related to the use of cash register devices (RRO/PRRO) for entrepreneurs. The fines now stand at 100% of the sale value for the first violation and 150% for subsequent violations. This change affects all individual entrepreneurs, including those under the simplified taxation system who previously had reduced fines.
Regarding pensions, the amount paid out depends on an individual's salary history. Citizens with 35 years of service who earned the average salary (20,300 UAH as of May 2025) throughout their careers can expect a pension of about 5,269.9 UAH, which is below the national average pension of 6,410.1 UAH. Individuals who earned minimum wage receive the minimum pension of 2,361 UAH. To receive a pension around 10,000 UAH, a salary roughly 1.89 times the minimum wage (38,300 UAH) is required.
Pensioners aged 70 and above will receive supplements to their pensions, ranging from 300 to 570 hryvnias depending on age, as long as the total pension does not exceed 10,340.35 hryvnias.
In the transport sector, new rules for buying train tickets on certain routes (Kyiv-Chop or Lviv-Odesa) require additional verification through the "Diya" app. The purpose of this system is to improve passenger service quality and minimize fraud cases.
Another notable change is the introduction of an open banking system, aimed at developing fintech and improving banking services. This system allows data exchange between financial institutions with user consent, speeding up financial transactions and enhancing their security.
Lastly, social assistance for internally displaced persons (IDPs) remains at 3,000 hryvnias for children and those with disabilities, and 2,000 hryvnias for adult IDPs.
Starting August 1st, the "Accessible Medicines" program will expand its list of medications available, benefiting individuals with cardiovascular diseases and other chronic conditions.
