The German government has secured over €15 billion in voluntary investments from major streaming platforms and broadcasters to boost the country’s film industry. Culture Minister Wolfram Weimer announced the deal after negotiations with companies like Netflix, Amazon, Disney+, ARD, and RTL. The funding aims to strengthen local production and protect skilled jobs in the sector.
Talks led by Weimer have resulted in pledges from Netflix, Amazon, Disney+, ARD, ZDF, RTL, and ProSiebenSat.1. These firms will invest more than €15 billion in German film and TV projects over the next five years. The government will review their contributions annually, with companies reporting revenues to the Federal Film Board (FFA).
The federal government is also doubling its own film funding to €250 million per year. This includes increasing the funding intensity to 30% and adding jury-based cultural film support. Combined with other measures, total public funding for production will reach around €310 million annually.
Weimer initially considered a law forcing mandatory investments but warned of bureaucracy, legal risks, and potential trade disputes with the US. Instead, parliament proposed a compromise: start with voluntary pledges, assess progress midway through the term, and introduce legislation if needed. Weimer remains in constructive talks with the SPD to finalise details in the coming weeks.
The new funding strategy combines public and private investment to revitalise Germany’s film industry. With annual reviews and potential legal backstops, the government aims to ensure long-term growth and job security. The first evaluations will determine whether voluntary commitments meet expectations or if stricter rules become necessary.
