In a simulated emergency scenario, multiple agencies collaborated to test their response capabilities in a complex oil spill and fire response drill held in Chita, Zabaykalsky Krai. The drill aimed to assess the readiness of participating agencies for the swift containment and mitigation of combined fire and hazardous pollutant incidents in a remote, environmentally sensitive region.

The exercise simulated an oil pipeline rupture that led to a significant diesel fuel spill of 323 square meters, causing a subsequent fire that threatened nearby infrastructure and residential areas. To make the drill more challenging, the scenario was set against strong winds and low temperatures.

The drill involved the following participating agencies:

1. Emergency Ministry of Russia (EMERCOM), Zabaykalsky regional branch – responsible for firefighting and rescue operations. 2. Local fire brigades and civil defense teams – engaged in fire suppression and evacuation drills. 3. Environmental Protection Department of Zabaykalsky Krai – monitored pollution levels and coordinated environmental response. 4. Oil pipeline operator's emergency response unit – provided technical expertise and spill containment equipment. 5. Local government authorities – managed civilian communications, evacuation logistics, and public safety. 6. Health services and hospitals – prepared for potential casualties and coordinated medical response. 7. Volunteers and community representatives – assisted in awareness and evacuation guidance.

The drill successfully demonstrated effective communication protocols and joint command structures, enhancing cooperation between firefighting, environmental, and medical teams. Firefighters managed to simulate containment of the oil fire within the target timeframe, demonstrating rapid response capabilities.

Environmental teams deployed absorbent barriers and monitored pollution spread effectively, ensuring minimal impact on the environment. Local government and civil defense executed rapid evacuation of simulated residents, ensuring safe relocation procedures.

While the drill demonstrated successful outcomes, it also highlighted areas for improvement, including:
