The European Commission (EC) has proposed a significant overhaul of the Common Agricultural Policy (CAP) post-2027, aiming to make it fairer and more environmentally friendly. However, the future of the LIFE programme, the EU's only dedicated fund for nature and climate, hangs in the balance. The EC's plans have sparked debate about the balance between agricultural support, environmental protection, and the EU's ability to tackle pressing crises.

The EC's proposal seeks to limit payments per hectare, redirecting funds to farmers who need them most, such as young farmers. This aims to diversify the sector and drive generational renewal. However, the future of environmental payments is uncertain. While the EC maintains a spending target of 35% for climate and biodiversity in the next Multiannual Financial Framework (MFF), it lowers the level of ambition compared to the previous budget. This could leave the EU with fewer tools to tackle climate change and biodiversity loss.

The EC's proposal also reduces existing funding for climate and nature, potentially undermining sustainable farming practices. Member states will have more flexibility to define their own programs, easing environmental requirements for accessing aid. This has raised concerns about the EU's ability to meet its environmental goals. The future of the LIFE programme, the only EU instrument dedicated exclusively to nature, climate, and the environment, is uncertain in the EC's proposal for the next EU budget.
