Germany's Minister of European Affairs, Manfred Pentz, lauded the EU Commission's new initiatives aimed at streamlining the European defense industry. The proposals aim to make the industry quicker, more robust, and more efficient by reducing bureaucratic hassles.

Pentz expressed his excitement over the EU Commission's omnibus package, stating, "The European defense industry should become faster, more powerful, and more efficient." The package includes measures that could potentially reduce the lengthy permitting process from years to just 60 days, considerably expediting the defense readiness projects.

Hesse, a key location in Germany's security and defense industry, will significantly benefit from the Commission's initiatives. As Pentz put it, "Europe will only achieve its ambitious goals if investments in defense readiness are no longer hindered by coordination and approval processes."

Speed and Predictability for Companies

The package brings more speed and predictability to businesses investing in Europe's security. A central point of contact, or one-stop shop, for industry projects will be established. Simplified tendering rules and improved access to funding will also be provided. However, Pentz believes these advancements aren't enough and emphasizes the need for better coordination in defense acquisitions across Europe.

Cutting Old Ties for a Safer Europe

Pentz encourages the EU to make swift moves in reducing old ties, stating, "The proposals are a first and important step in this direction and thus a significant example of how effective bureaucracy reduction can be." The Minister underscores the need for increased courage in reducing bureaucracy, not just in the defense sector but in other areas too.

The Minister also reaffirmed Hesse's commitment to advocating for unbureaucratic funding, investments, and innovation projects in the defense sector in Brussels. The initiative has already created a useful tool for this purpose – the Sounding Board for the Economy.

Key Measures in the Defense Readiness Omnibus

  1. Fast-track permitting regime: Shorten current lengthy permitting processes and establish single points of contact in each EU country to assist the defense industry.
  2. Reduce administrative burden in the European Defence Fund (EDF): Simplify procedures for EDF applicants and participants and ease access to EU funding, especially for Ukrainian entities.
  3. Encourage joint procurement and increase contract thresholds: Ease procurement processes and speed up cross-border transfers of defense products.
  4. Clarify application of existing EU-wide rules: Ensure regulations accommodate defense needs without unnecessary obstacles.
  5. Improve access to finance: Make financing more accessible and predictable by streamlining InvestEU eligibility criteria, providing guidance on sustainable investments, and clarifying prohibited weapons.
  6. Streamlining reporting and cooperation requirements: Reduce reporting obligations and enhance cross-border cooperation.

The measures strive to eliminate bottlenecks in permitting, procurement, financing, and regulatory compliance, resulting in a more agile and capable European defense industry. The proposals are currently under review by the European Parliament and Council for adoption.
