Breaking News: Senate Approves Senior Employment Bill on June 4

Embrace the silver wave! This Wednesday, June 4, the Senate passed the bill focusing on senior employment with a strong majority. This legislation, aligning with the National Interprofessional Agreement (NIA) agreed last November with the social partners, primarily aims to elevate the employment rate of "seasoned workers" - that's employees aged 50 and beyond.

France is playing catch-up in this arena. In 2023, only 58.4% of seniors were employed… a disappointing 16 points lower than our German counterparts, who boast a 74% employment rate for those aged 55 to 64! Astrid Panosyan-Bouvet, the Minister of Labor, voiced her discontent, addressing it as an "inexcusable human and economic waste." The Senate, generally supportive of the government, swiftly approved the bill, with even the abstention of Green and Communist legislators failing to hinder its progress.

Introducing the 2.0 Senior Permanent Contract from September 2025

Pivotal features include the introduction of the Contract for the Valorization of Experience (CVE), better known as the Senior Permanent Contract. This initiative first emerged on a trial basis for five years, setting its sights on unemployed seniors aged 60 or above, or as early as 57 if profession-specific agreements allow it[1][3]. These seniors will gain the job security of a permanent contract while accumulating retirement quarters. This benefit is particularly valuable given that seasoned workers typically remain twice as long unemployed as those aged 20-49[1][2].

Employers also stand to gain, with the ability to terminate the contract once the employee reaches the designated retirement age[1][3]. This arrangement, raise some eyebrows on the left, who argue that the Senior Permanent Contract simply disguises a Fixed-term Employment Contract (CDD)[1][2].
