British Expats and the Winter Fuel Payment: What You Need to Know

The Winter Fuel Payment (WFP), a UK government benefit designed to help pensioners with their energy bills during the colder months, also applies to British expats living abroad. However, eligibility for the WFP is not automatic and depends on several factors.

To qualify, expats must meet the age and UK state pension criteria, typically being born on or before a certain date (e.g., 1954 or earlier) and eligible for the State Pension or Pension Credit.

Another crucial factor is the residency in a "cold" country, as the WFP includes a temperature test that determines eligibility based on the average temperature of the country where the expat lives. The Department for Work and Pensions (DWP) states that Winter Fuel Payments are only payable in the European Economic Area and Switzerland where the average winter temperature is the same or lower than the warmest region in the UK (the south west).

Countries that meet this temperature test are mostly colder European countries. Expats living in countries that do not meet this criteria, such as Portugal or Spain, generally do not qualify for the Winter Fuel Payment.

In addition to age and temperature criteria, expats must have a relevant UK presence. To be eligible while abroad, individuals usually must have lived in the UK for at least one day during a specified qualifying week before the winter payment period.

However, some groups are not eligible, such as expats living in warm countries or retired in certain overseas territories. There are confirmed exclusions for some groups marked by the Department for Work and Pensions (DWP).

Unfortunately, the DWP is yet to confirm what counts as an equivalent overseas benefit in the listed eligible countries (Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, Germany, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, Sweden, and Switzerland).

Under current rules, pensioners living in certain locations may still be eligible for the Winter Fuel Payment, but it is not specified which locations these are. Those contemplating retirement overseas should plan well in advance to ensure a comfortable retirement and consider seeking advice from a financial adviser.

In 2021, the government announced plans to axe the Winter Fuel Payment for most UK pensioners, only making it available to those who receive Pension Credit. As a result, the number of UK pensioners set to lose their Winter Fuel Payment this year is estimated to be 10.7 million, according to figures from Age UK.

While the Winter Fuel Payment can provide valuable financial assistance to eligible expats, it is essential to understand the eligibility criteria and the significance of the temperature test. British expats living abroad should carefully consider their options and seek professional advice to ensure they receive the benefits they are entitled to.
